At this stage I think it will participate because it is a Shickibukai (I know I probably misspelled) and technically by the World Government. So just do not do not emit vibrations that straw hat. I think Margarita is becoming more the crew, but we just have to wait and see how things go.

There is a slight possibility. After all, she is ready to help Luffy to revoke his samurai, if they (realize after all, the straw hats have already declared war on the world government, after they have saved Robin).
